After obtaining the required flags, head to the Flame Entrance Lighthouse, triggering a cutscene. You must conquer four treasure islands: Sunset, Heatwave, Welldone, and Scorching Heat. Remember, you can't use health items during these battles, so upgrading Goro and his landing crew is crucial for success.

After navigating the treasure islands, another fleet battle awaits. Focus on the boss ship, board it, and defeat the first mate to land on Flame Island. Navigate to the Frost Entrance Lighthouse to trigger a cutscene and engage the Devil Flag fleet blocking Frost Island. Four additional islands (Snowview, Coldwave, Icicle Island, and Glacial) are available for plundering and collecting more Devil Flags.
