Operating covertly without government backing, the IAB uses a shadow budget to fund its mission against vampires, referred to as "Hollow Ones." Their operations are cleverly disguised as "training exercises" and "counter-terrorism efforts," allowing them to move undetected within the broader society.

Leading the charge in Seattle is Agent Baker, known as "The Hen" among her followers due to her disciplined and pragmatic approach to permanently eliminating vampires. Her dedication to the cause sees her meticulously combing through historical data and investigating strange occurrences to uncover the hidden vampire society. Her authority and strategic mind make her a formidable adversary.

The IAB's hunters are a well-coordinated force, protecting their base with both external and internal security measures. Confronting them alone is daunting, as they operate in synchronized teams, use spotlights to illuminate their surroundings, and maintain constant communication through portable radios. In combat, they wield thermic batons that can bypass even the most adept defensive maneuvers and deploy phosphorous grenades to flush enemies out of hiding. Their sniper crossbows, equipped with explosive bolts, can cause devastating damage if not swiftly removed.

Despite their prowess, these hunters have vulnerabilities. Physically weaker than both ghouls and vampires, they can be strategically countered. For instance, characters with the Fire skill can intercept grenades or bolts and hurl them back at the hunters. Additionally, members of the Ventru clan can use their unique powers to possess an enemy, turning them against their own team.
