Finding Goatskin requires some stealth. Katherine sends you to the inn, but a simpler method exists.

Goatskin hides in a barn above the Black Horse tavern. Access it through the barn behind the tailor's shop, using the ladder. Remember, this is a private area, so proceed discreetly.

Once upstairs, drop into the courtyard, climb onto the carriage, and enter the adjacent barn through a window. Climb to the top floor – Goatskin awaits. This must be done during the daytime; he changes locations at night. Saving before interacting is recommended, as dialogue checks influence quest progression. Failing these checks results in a hefty 500 groschen bribe; success costs only 150.
