Following a February 13, 2025 IGN interview with Civ VII lead designer Ed Beach, hope remains for Gandhi's return. Beach confirmed the possibility, suggesting it could be a future addition via DLC.

Beach addressed the absence of several popular civilizations and leaders from Civ VII's initial lineup. He stated that the team hadn't forgotten past favorites, citing the common questions about the omission of Great Britain and England. The decision to exclude certain established civilizations was primarily due to the sheer number of popular choices. To make room for fresh and exciting additions, some familiar faces had to be left out. However, Beach emphasized that Firaxis is considering the long-term picture and plans to reintroduce leaders and civilizations in the future.

Given the extensive DLC history of Civilization VI, Gandhi's eventual arrival in Civ VII seems probable. The exact timing, however, remains uncertain.
